Mr. Webster runs a ranch of his own but also travels for his second job as a bullfighter (well he's more of a bull evader and bull distractor; he doesn't do anything to hurt the bull). One imagines someone who does that is not terribly risk-averse, so I assume his decision to abort the herding operation when lightning became frequent and close was due to consideration of the morale and safety of his co-workers. Someone had commented in the comments section that being on the back of a horse makes one a greater target. Are the hooves of a horse an insulator, a conductor, or not much of a difference? It might be interesting to study whether drovers suffer more lightning injuries than those in other outdoor occupations. They do all get a satisfactory soaking.
